Esta escultura está situada en el Muelle de España y es un homenaje a José Enrique Rosende Martínez, Ingeniero de Caminos, Canales y Puertos que fue Director del Puerto de Ceuta desde 1904 hasta 1929. En 1928, fue nombrado Presidente de la Junta Municipal cívico-militar, cargo que desempeñó hasta la proclamación de la II República en 1931, momento en que fue designado Alcalde de Ceuta el jefe de los Republicanos, el médico Antonio López Sánchez-Prado.
